Where can I find descriptions of the data types used in the CCD & CCDA such as IVL_TS, TV, CE, CS, TS, etc.?

Also, where can I find the code systems used such as interpretationCode 2.16.840.1.113883.5.83? I am able to find random documents but no authority.

CCD and CCDA are profiles on CDA - rules about how CDA should be used in a particular way.CDA itself is a profile - a set of rules about how the basic v3 information structures are used to make clinical documents. (Yes, it’s kind of like turtles all the way down).

So to find information about the data types, you need to consult the v3 data types (these are released as part of the base CDA standard, or as part of the v3 standard itself (made available to all HL7 members). A version is available here (with XML representation here) for members.

As for the code system part - that answer is more complicated (as is everything about code systems). The question is who “owns” the code system - where owns is a loosely defined concept. HL7 allocates OIDs to code systems defined by a number of different bodies. In this case, HL7 owns 2.16.840.1.113883.5.83 - you can check this in the HL7 OID Registry at http://www.hl7.org/oid/index.cfm?Comp_OID=2.16.840.1.113883.5.83:
